The Fourth Session of Congress of Changjiang Technical and Economic Society and Academic Symposium was held from May 13 to May 14, 2013 in Wuhan. This Congress was undertaken by Hubei Provincial Department of Water Resources and co-organized by Wuhan Municipal People’s Government, and more than 100 officials and experts from relevant government departments, research institutes, universities and colleges, and enterprise groups of Beijing and provinces and municipalities along the Yantgze River basin such as Shanghai, Jiangsu, Anhui, Jiangxi, Hubei, Hunan, Chongqing, Sichuan, Guizhou and Yunnan attended this Congress. Professor Wen Chuanhao of our school was also invited to attend this Congress.
In the opening ceremony, officials who have shown up are Guo Shuyan, former Office Director of Three Gorges Project Construction Commission of the State Council and former Deputy Director of NPC Financial and Economic Committee, Pu Haiqing, former Office Director of Three Gorges Project Construction Commission of the State Council and former Vice Chairman of NPC Environmental and Resources Committee, Luo Qingquan,ViceChairman of NPC Environmental and Resources Committee, Lu Youmei, Academician of Chinese Academy of Science and former General Manager of China Three Gorges Project Corporation, Wei Tingcheng and Song Yuan, both as former Office Directors of Three Gorges Project Construction Commission of the State Council. Li Hongzhong, Secretary of Hubei Provincial Committee of the CPC, delivered an opening speech. Officials from Hubei Province also attended the opening ceremony of this Congress, such as Wang Guosheng, Governor of Hubei Province, Ruan Chengfa, Member of the Standing of Hubei Provincial Committee and Secretary of Wuhan Municipal Committee, Liu Yamin, Chairman of Changjiang Water Resources Commission, Tang Liangzhi Major of Wuhan Municipality, Liu Youfan, retired provincial officials, and so on.
The general election for the Society was held at the Congress, and the fourth leaders, executive director and directors for the Society were elected, among whom, Luo Qingquan, Vice Chairman of NPC Environmental and Resources Committee and former Secretary of Hubei Provincial Committee of the CPC, was elected as the Director General of the Society. Ma Jianhua, Vice Chairman and Chief Engineer of Yangtze Water Resources Commission of Ministry of Water Resources, the Executive Director General, and 11 Vice Directors General, including Liu Youfan, Deputy Director of Hubei Provincial People’s Congress, Lv Zhenlin, Head of Jiangsu Provincial Department of Water Resources, Zhang Jinchuan, Deputy Secretary General of Sichuan Provincial People’s Government, Shen Xiaochu, Deputy Director of Shanghai Municipal Development and Reform Commission, and Cao Guangjin, Chairman of Board of China Three Gorges Corporation were present. In addition, 20 executive directors and 114 directors were elected during the Congress. Liao Yuanhe, research fellow of our school, and Wen Chuanhao, Professor of our school were elected as the directors of the Society. In the followed academic symposium, experts from Yangtze Water Resources Commission and South-to-North Water Diversion Project Construction Commission of the State Council exchanged views on the questions such as ecological protection of Yangtze River, a new round development of Yangtze River Economic Zone, and Urban agglomeration construction of of middle stream Yangtze River.
News link: Organized and planed by Wang Ren, former Vice Chairman of the CPCCC, Yangtze Technical and Economic Society, with research areas being basin water resources development and environment protection, is a national level academic group approved by and registered in Ministry of Civil Affairs. It was officially established in April 1994, directly under Ministry of Science and Technology, and subordinated to Yangtze Water Resources Commission. Ever since its establishment, it, according to the social and economic development strategy and various policies as promulgated by the Central Government and in light of the reality of the Yangtze River basin and Yangtze River Economic Zone, has gradually set up four specialized committees: the Comprehensive Control and Development, Comprehensive Transportation, Energy and Environment Protection. These four specialized committees conducted various researches, esp. consulting and project researches on the hot issues for Yangtze basin, which offered advices and suggestions for the central government and relevant departments of provinces and municipalities along the basin.
